The second open letter to
Mohamad Khatami,
the President of the Islamic Republic

While assessing your performance two years after your election to office in May 1997, it
would be unfair to disregard 'political expansion' in Iran's evolving society. However,
the people of Iran are tired and weary with the absolute rule of the 'Vali Faghih'. As on
previous occasions, in their excitement they have forgotten to ask you also for a concrete
plan for your term of office. They see the realisation of their dreams in your smile. It
will only be a fitting reply to this blind faith and a sign of respect for their trust if
you officially tell them:
? Where does your true political loyalty lie? Are you really making an effort in creating
a civil society where the will of the people rules or 'your pride is living in a country
governed by the Vali Faghih'? Moreover, do you not think this contradictory?
? Where do your true social beliefs lie? Do you see yourself chosen by the people and
protected by them? On the other hand, do you see yourself as the representative of Vali
Faghih? Do you see Iran's future ruled by an absolute ruler and not a free and independent
Iran?
? Where do you stand in defending the law? Why did you promise to persist in finding the
perpetrators of the 'heinous murders' when it seems that you have also agreed that the
commotion concerning the murders should be quietened without much fuss. Was it not because
of this that Mr. Niazi made his conclusions? Where you satisfied with his findings or are
you powerless to protest? Would it not have been better if you too had informed the people
of your findings and at the same time revealed the findings concerning the assassinations
of Assadollah Ladjevardi who knew most about the murderous activities of the regime or
Sayad Shirazi who was planning a coup?
? Where is your economic policy for running the country?
a) Why do you not tell the nation that for maintaining the Islamic Republic and Vali
Faghih and not for the benefit of Iran, you have signed treaties similar to 'Golestan' and
'Torkamanchai'. They should know that in all their excitement of reaching a civil society
what sort of future is being planned for them.
b) Why do you not inform the nation that contrary to the constitution private 'gas and
oil' companies have been set up and run by a few first class citizens?
? Why do you not tell the nation what your plans are for over forty five million people
under the age of thirty who have no future within the Islamic Republic? What are your
plans for the rest population who are suffering back breaking inflation and high prices?
Sir, according to you the people of Iran must be satisfied with 'the Benevolence of God,
the Justice of Imam Sadegh, the Great Leader of the Revolution and the guidance of the
Vali Faghih'. Do you not think that again you have made the people distrustful of God's
benevolence, Imam Sadegh's Justice and abhor the leadership more?
One must not forget that the evolving trend of Iran's society at present is such that
cannot be stopped. If you are unable to answer the nation's demands, they will not wait
forever. One must also not forget that the outcome of these changes are not always
predictable.

Association of Iranian Researchers would like to give its full support to the democratic
and rightful demands and protest by the university students of Iran. ACI also regrets the
futile loss of lives in this incident. ACI is confident that the general protest, which
without a doubt has stemmed from a national need, will not stop even in the face of more
violence.
Since the agents of oppression and violence will stop at nothing in their evil aims, in
agreement with our fellow colleagues in Iran, we feel it necessary to stress the following
points:
1. Similar to all popular movements of the past decades in Iran and the rest of the world
we too recognise the university as an inviolable boundary. We should not allow division
and conflict to infiltrate our lines. We must be aware that the nation's hopes are pinned
on us and so we must promise not to stop until all our lost rights are restored back to
us.
2. We must meet the issues with logic and clear thinking. Our clear decisions, free from
emotion and excitement, must find the solutions to the rightful demands of the nation.
3. We must be aware that our positive decisions will only be realised when it is backed by
perseverance free from despair or despondency.
4. We must insist on our right to truthful information from those running our country. The
responsible officials must inform the nation of the true nature of their policies and stop
the cover-ups and deceits that we have witnessed to date.
Ultimately we must not forget that it is the use of intelligence and logic and keeping
away from decisions based on emotions and excitement that will place our young and
educated generation in its highest possible position. Today, the people of Iran rely on
this generation and have pinned their hopes and demands of the last one hundred years on
them.

Following our second open letter to you - 32/M/115, 20 June 1999 - exactly 21 days a go,
we have witnessed a series of grievous events in Iran that although tragic did not come as
a surprise to us. Association of Iranian Researchers dedicated in studying the problems
and issues concerning every day lives of Iranians and their future had predicted such a
rightful uprising and had warned you of it. Today, we see the future of Iran pregnant with
more impending incidents. Before their occurrence, we would like to ask you the following
questions:
Is it not time yet for you to tell the people of Iran whether your first priority is the
prosperity of Iran and Iranians or maintaining a divine government, the 'Vali Faghih' and
the Islamic Republic?
Is it not time yet to bravely inform the people of Iran that your government is not
capable of realising its promises of civil society and political freedom and that it is a
government with no real authority?
Is it not time yet for you to choose where you stand? You must inform the people of Iran
whether you see them as your protector and your pride or whether your pride is serving in
a 'divine' system?
Is it not time yet for you to apologise for creating golden dreams which you have not been
able to realise and the chaos and the bewilderment of the last two years?
Sir, perhaps once again the 'Ansare-hezb-allah' and the 'Hezb-allah' with the help of the
oppressive elements of the regime can ruthlessly attack our defenseless nation. Perhaps
you may be able to delay the nation's demands with showcase dismissals of one or two
officials.
However, you must be aware that the next time the people will not call for your presence
and support in the face of bloody violence. As mentioned by a high-ranking member of the
regime the flood of people's rightful demands will sink the boat and its crew in one
move.

Sir,
Association of Iranian Researchers in keeping with its aims in studying fundamental issues
concerning Iran and after the news of your forthcoming visit to Italy and France would
like to invite you to a discussion session. ACI invites you and your responsible advisers
to a meeting for discussions on sociological, political, economics and human rights issues
in Paris, France.
ACI in keeping with its academic and scholarly beliefs will invite Iranian specialists and
experts in the above fields to participate in this public meeting.
ACI is confident in the belief that the first step on the route to 'the dialogue of
civilisations' must go through Iranian experts regardless of their ideological beliefs.
With out a doubt this first step will go a long way in establishing a civil society with
its high values in Iran.
ACI is fully aware of the tight schedule of such visits. However, we hope that accepting
this invitation of dialogue with Iranians will be high on your list of national duties.
